One option is to determine where the bulk of personal operate within your overall staff, and focus on most frequent tasks for the broadest number of the same/similar job functions. Alternatively, you can identify the lowest staffed but most critical functions in your business to apply efficiencies for increased throughput of the organization. Naturally if you are lucky enough to utilize the same tool for both scenarios all the better. The simple point remains that the real value in a tool comes from its targeted use.
